Until about 1985 or so BBC1 broadcast Breakfast Time but outside school time would return to the testcard and music. At least ITV filled the daytime slot. I know that in 1986 Neighbours was on BBC1 at about 1.30pm, repeated at 5.15. But I always thought it was stupid for the BBC to have breakfast TV followed by the bloody testcard!

The Testcard was actually shown during the day for only the first few months that Breakfast Time was on air. Pages from Ceefax replaced Carole and Bubbles the Clown after May Bank Holiday 1983.
